HTML Help Viewer Does Not Show the Content Of Chm file (Right pane is white blank)

Question
-
Hello,
My System:
Windows 7 Ultimate SP1 x64
Problem Statement:
The Windows Help Viewer (HelpPane.exe and hh.exe) do not show the content of the chm files. This problem occurs when
opening a chm file, starting the Windows "Help and Support" or launching the help from local programs (e.g. Eclipse, Visual studio, etc).
The following image depicts the problem, the left pane shows the TOC and all the control buttons are functioning all right but the right pane where the text must be rendered is white blank.
Actions Taken:
- sfc /scannow did not report any relevant error.
- procmon did not show any error
- The hhctrl.ocx itss.dll and itircl.dll were manually registered but this did nor resolve the problem.
- The solution stated in http://social.technet.microsoft.com/Forums/en-US/w7itprogeneral/thread/dc805621-eb4e-42c5-ae6c-456946e6871a/ does not apply to my case since the registry entry in my computer is correct.
- Upgrade Repair install stuck at the middle and failed.
- H3Viewer installed but it also did not show the content.
- Visual studio 2012 Help Viewer 2.0 behaves the same as well.
- MJsDiag.exe was run on two identical systems (Win 7 x64): the results are identical except the following lines:
The DLL files were manually registered but the problem still persist.

-Uninstalling the Visual Studio 2012 and other programs did not solve the problem either.
I will appreciate if anybody can help me to solve this problem.
Thank you

Hi,
Have you tried to RightMouseClick --> Properties --> and click Unblock on the .chm file?
I would provide a screenshot but my account has still to be verified...

I have exactly the same problem with the same system and could't find any help by now.
Additional remark: With help control 6.1 in WISO boerse 2013 the right window shows instead the source text. With an older software, Fritz!fax 3.07.61, as well with help control 6.1, works without problem.
HELP!! Tahnk you!

The Windows "Help and Support" should be on local drives. In this case I have no hints.
But following could help if the CHM file is located in LAN. I had blank help pages under Win Server 2012 and this worked for me.
REGEDIT4 [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp] [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\HHRestrictions] "MaxAllowedZone"=dword:00000001 [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions] "MaxAllowedZone"=dword:00000001

My environment:
B1 9.0 PL06 (9.00.058)
Windows Server 2012 Std
SQL Server 2012 Std
Had the exact same issue, and the following fixed it for me:
1. Added the following reg keys:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions]
"UrlAllowList"="\\\\servername\\b1_shr\\;file://\\\\ servername\\b1_shr"
"MaxAllowedZone"=dword:00000001
2. Added permissions to the B1_SHR (Everyone:Read)
3. Changed Help Settings (Help menu, Documentation, Help Settings) and selected English (United States) and Shared Folder.Monday, September 23, 2013 3:34 PM -

the ITSS restrictions to 1 fixed it for me, cheers

This option may be solved more simply now in later versions of Windows 10
Find the .chm file location, right click, general tab, towards bottom: security, check unblock
(apply/OK)
The file should display properly now

None of these worked for me, except finally reinstalling Internet explorer
