Hi,
Based on my research, you cannot modify hosts files with for non admin users.
You need administrative rights to change certain settings.
Unless you modify the rights of the file.
As with any act of changing permissions, you may have to take ownership of the object(s) to change permissions, you could refer to this for more information:
Take Ownership of a File or Folder
Hope above information can help you.
