Installing MPSA RDS User CAL on a Windows 2016 RD Licensing Server

Question

I'm trying to install RDS User CALs purchased through an MPSA with no luck. I have tried selecting every agreement type and used the agreement number which is 10 digits long not the normal 7 or 8 for an EA and no matter what combination I try I am unable to license the server.
I believe I should be using the "Other Agreement" option but don't know if I'm using the correct agreement number as its quite long.
any help is welcome.

Hi Michael,
Have you tried using the Install Licenses wizard at https://activate.microsoft.com ? There is an option for MPSA on there.

Yes, have tried activate.microsoft.com which steps through fine and reauthorises the server but then fails with an error on the final step of adding the CALs.

I ran into this issue today. Still no MPSA option in Windows Server 2019. I first tried "Other Agreement" and was told that the information I provided didn't match. Then I tried activate.microsoft.com and it told me the activation was successful. It gave me a 35 character license pack ID to enter. Great! How do I enter it? The only option that accepts pack IDs is License Pack (Retail Purchase) and that won't accept more than 25 characters!
I tried "Other Agreement" again and entered the "Purchasing Account Number" where it asked for agreement number. That worked.
