I am running two Windows 2003 domain controllers. Recently I was experiencing some issues within the domain with a tombstoned server however replication is now working successfully.
however when i try to add workstations (windows XP) to the domain I am getting an error "the domain controller cannot be contacted
I can ping the domain controllers from the workstation by name and by ip successfully
why cant I add the workstation to the domain, what can I do to resolve this issue.

please make sure that no older DCs exist with using metadata cleanup:
Please post an unedited ipconfig /all from the DC/DNS server and the client you cannot join also here.

Meanwhile, could you discuss the pervious tombstone issue in detail ?

Did you removed the DC with tombstone issues or it is working now? If DC has crossed tombstone period its better to demote it else you might see symptoms of lingering objects too if DC passed tombstone period is still present in domain.
Have you point this XP machine to the local DNS server only? Temporarily, stop the firewall services on the client as well as on the DC and see if it works. You can also analyze the Netsetup log in windows\debug folder on the problem machine for related help during domain join issues.
