Exchange 2003 + Outlook 2003 + Outlook 2007

Question

Sorry for such old versions, but we work with what we are given. This is a stagnet construction company where the new boss (OL 2007) is trying to teach the old dogs (OL 2003) new tricks. I don't think upgrades are on the table until business improves. However, if OL 2010 would do this and no other version, I might be able to get that approved. Likewise an inexpensive third party app/tool.
New boss seems the most computer savvy in the group, but also of a certain mind set to do it the way he wants it not the way we know will work. Hoping someone here can suggest a work around, best practices, third party tool that is not very costly to accomplish the following:
1. Tom, the boss, Dick and Harry, the estimators. Tom wants Dick and Harry's personal calendar to overlay the public calendar so that all calendar items related to estimating are shown in one view. I suggest already that they simply put all estimating activites on the public calendar, but "that is not what we want" was the reply.
2. Tom brought his own OL 2007 with a hefty list of personal contacts in his .pst file. When he sends a new message he would like to see that contact list in addition to the GAL. His Exchange mailbox contact list, of course is empty. I suggested copying his personal contact list to his Exchange contact list, or even the public contact list, but "this is not what we want". Anyone know of a way to easily expose the contents of the .pst contacts to the exchange "send to" field?
Thanks for any suggestions.

1. This is fairly frequently requested but there is no native capability to do this, and I don't know of any third-party products that do, which isn't to say that there aren't any. This actually sounds like a good application for SharePoint.
2. He can make the PST contacts folder an Outlook Address Book by checking the box in the properties of the contacts folder, and Outlook will search it when he enters part of the name and clicks Check Names, but it will not merge the names with the GAL into one view. To view the list, he has to open that folder separately.

Thanks Ed...
Any such capabilities in newer versions of Exchange or Outlook or both combined?

Hello:
Tried to respond to directly to Ed, but system would not let me.
Strangely, the customer says he has found a solution that satisfies the requirements. I have not seen nor tested it:
"Outlook 2007 has an overlay feature – 2003 does not"
So, I opened OL 2007, help, overlay, and found lots of good stuff.
Guessing the feature would be as good or better in OL 2010.

Some people do like it. It's not exactly what you asked for but it might well solve the problem.
