Migrating from Windows 2003 R2/Exchange 2007 to Windows 2012 R2/Exchange 2013

Hello,
I have 2 VMs running Windows Server 2003 R2 and one of them has Exchange Server 2007. Both are domain controllers.
I want to migrate them to Windows Server 2012 R2 and Exchange Server 2013, using 3 VMs, 2 for DCs and 1 for Exchange.
What is the correct procedure or steps to do it?
The question is what to upgrade first, domain or Exchange? Is there any reason to do first one of them? or is the same?

Hi,
Sorry for the delay response.
First, it is NOT RECOMMENDED to run Exchange on a DC, performance and security reasons. So in your case you should rethink the design and use at least one DC(recommended are also 2 DC/DNS/GC per domain) and one domain member server for Exchange.

Vivian, thanks for your reply, and sorry for my poor english may be you did not undestand me. I have now 2 servers that are domain controllers and one of them is Exchange Server too, BUT, I want to migrate both servers to 3 servers, 2 domain controllers and 1 server for Exchange (the same thing you told me).
I do know how to migrate the domain or the Exchange, What I was asking is "the order" of the migration, what is the best? migrate first the domain or migrate first Exchange?

Vivian, will not be doing a migration, i will do an update of the same domain.
And I told you that I know how to do both, the update of the domain and the transition from Exchange 2007 to 2013.
Tha question is, Vivian, "what is the order?!?!?!?!?!" first I have to do the update of the domain or first the transition to Exchange 2013? or is the same, and I can do any of them first?

For this, i think you may update the domain firstly, then transition.
