Hi,
Did you export the emails to PST via Outlook?
If so, I think this should be Outlook client side operations and we can go and ask the Outlook forum via:
http://social.technet.microsoft.com/Forums/office/en-US/home?forum=outlook
As for an Exchange support, I would recommend we firstly migrate from Exchange 2003 to Exchange 2010. After that, we can continue migrate Exchange 2010 to Exchange 2013. For more reference, please see:

Hi Sandy,
SBS cannot accept other DC, even accepting for AD replication purposes, the 'new' server in the AD Forest cannot hold the FSMO. If you are using SBS server, it let think that you have a small environment, I would do the following.
- Install the new server running W2012, aplly all Wupdates and etc, promote it to a DC to a new AD Domain/Forest + install Exchange.
- Use the ExMerge utility (http://www.microsoft.com/en-us/download/details.aspx?id=2743) to generate .PST´s from your old server/mailbox users.
- migrate any PC using Profilewiz (http://www.forensit.com/domain-migration.html), from the old domain/user account to the new
- import .PST to new mailbox on Exch2k13.
* If you need some help, don't hesitate to contact me.
