Running DNS on your DCs is not required for AD to function. However, it is recommended and best practice. If you wanted to run BIND instead, it is supported, but you'll need the appropriate version of BIND to support AD.

Did you ask your boss, what is the reason behind not to use windows DNS server which is free component along with OS then using BIND DNS server? It is much easier to manage and aging/scavenging is available in windows but i don't think it works with BIND. Dynamic update,srv record registration etc works well with windows but no idea with BIND. I'll convince my Boss to use windows not to spend money on BIND.
