We have Win2008 server (APP01) with English international settings, works in domain.
In domain ACC01 user account was created. User was added to APP01 as a local admin. All regional settings was set to Russian.
Then we have scheduled task, that runs application. Task assigned to ACC01 user and set as "run whether user is logged on or not"
This application works with XML files with IBM-1025 encoding. These files contain russian letters.
The issue is: when user is logged on, scheduled task runs application and it processes files with russian leters.
When user is not logged on, scheduled task runs application and it processes files with '????????' instead of russian letters.
I did copy ACC01 settings to system welcome screen, but nothing was changed.
Issue is quite critical and needed to be resolved.

Since this is not a networking issue, I will move this thread to general forum. Hope other communicate member can give effective suggestion.
In order to solve this issue, you may change the system locale to Russian on this server. You can have English as display language and Russian as system locale.
