  请问是在RD授权管理服务器（Licensing Server）上打开的RD授权服务管理器（Licensing server manager）并提示如截图所示的报错吗？
  
  请确认当前的账号需要具有RD授权服务器的本地管理员组的权限。此外，建议登录授权管理服务器，打开服务，然后找到以下服务，尝试启动或者重新启动，然后再次确认情况：
  Remote Desktop Licensing

  是在服务器管理器-工具--Terminal Services--远程桌面授权管理器中提示如截图所示的报错

  按照您的提示在服务--Remote Desktop Licensing    重启该服务又有报错

  右键单击Remote Desktop Licensing服务，选择属性。切换到Log on选项卡，确认设置如下：
  
  
  如果问题依旧，请检查事件日志，根据报错的时间，找到对应的事件日志。此外，可以查看以下位置，找到RDS相关的事件：
  Event Viewer -> Applications and Services Logs -> Microsoft -> Windows -> TerminalServices and RemoteDesktopServices
