Problem happened during install VS2003 to computer with Win7 system RRS feed

    I installed VS2003 today, but when I tried to run it , problems happened, which is:
     when I double clicked it, below picture 1 displayed, then I clicked "Run program",  below picture 2 displayed, then I couldn't  run it any more.

    I think this may have relation with Win7 system of my computer, then have tried to solve it with several methods, but none of them is OK.

    I have seen one of the methods for this problem, which is delete : HKEY_CLASSES_ROOT\Licenses\C4B8C1BC-A36C-4723-AF48-F362BFAB9DF5, but I even can't find this register, so my problem is still there.

    Sorry , because my account hasn't been checked, so I can't upload pictures, so I will describe my problem here : MS Development Envioroment hasn't been installed, pls install this application program.
