可以尝试使用windows的自动更新安装语言包。
在Control Panel中打开Windows Update. 点击Check for updates. 如果有更新的话，点击Optional updates are available然后选择你要安装的语言包。安装完成后可能需要重启。
或者也可以下载语言包的iso文件，从中找出自己需要的。（语言包文件为.cab）http://download.microsoft.com/download/3/D/A/3DA3C28F-94E1-44E8-9816-293161322EAD/7600.16385.090713-1255_x64fre_server_langpacks_1-GRMSXLP1_DVD.iso
然后打开Control Panel中的Region and Language，选择keyboards and languages>Install/Uninstall languages>Install display languages，选择文件的路径即可安装。
