DC replication issues(SYSVOL)

The problem is :
Many DCs in my Domain , now i am upgrade any DC's Operating Version from 08R2 to 12R2，but there are any problem in those new DCs being upgraded.
When those new DCs to access the share folder \\<DomainName>\SYSVOL, in the DFS page, just has only one Referral List,and the list is just the dc name.Normally,the referral list include all DC's in the domain , but the new upgraded DC just had itself.
eg: the new DC name "contoso-dc01.contoso.com" , when this DC use "\\contoso.com" to access SYSVOL ,the SYSVOL folder's DFS page just had one referral list,and the list is DC itself.
and the cmdlet "dcdiag" had error :
