根据您的描述，如果在OWA此功能是正常的，说明服务器端配置是正常的。所以我们需要考虑Outlook版本问题以及所对应的许可证（license）
Exchange 2010，Exchange 2013或Exchange 2016帐户中的就地存档（以前称为“个人存档”或Outlook作为“在线归档”）邮箱仅适用于Office Professional Plus许可证或当您使用
Outlook 2007，2010，2013或2016的独立安装。
“Professional Plus”许可证密钥可以通过批量许可或通过Office 365 ProPlus订阅获得。
任何其他许可证（甚至不是标准卷许可证）都不会让您从Outlook中访问Exchange Online Archive。
