根据我的研究，如果用户没有正确的权限区访问PWA站点的话，也会出现该问题，因此，您仔细检查您的用户是否拥有足够的权限。
如果不是的话，请收集下面这些信息：
1. Could you access other Web Site in the Sharepoint except the PWA site?
2. Please add the user into Project Server User Groups and have a try.
