  检查两样东西：

  1. SQL Browser服务以及对应的445/1433端口是否开启
  2. 用来配置AD RMS的service账号是否具有系统管理员和数据库管理员权限

  有关AD RMS的具体问题，建议还是前往专业的Active Directory Rights Management Service(On premise)论坛开贴询问，只有英文版。
