Hello,
Thank you for posting in our TechNet forum.
Do you have the password of local Administrator?
I try your command, it prompts I need to enter password for local Administator, but even though I type it (the password is not displaying), it will say the following error message.
And then I add the password in the command:
runas.exe /user:Win-1809\administrator /password:1 /savecred "C:\temp\npadm_setup_ver1.17_build_11072613.exe"
It still prompts I need to enter password for local Administator, but even though I type it (the password is not displaying), it will say the following error message.
And if I double click it and type the local administrator credential, I can open it.
Or if I right click it and select run as administrator, and type the local administrator credential, I can open it.
So I guess, we need to open it with local administrator credential.

Your Question:- Do you have the password of local Administrator?
Answer:- Yes i have administrator password.
Software work normally using right click -> run as administrator. But using runas.exe command it gives "fail to load conparam.dll" error.
My problem:-
I am administrator user for computer. I don't want to give administrator password to my standard users.
I want to run Nport software in administrator mode for standard user. So I want to write script using runas.exe. So that it can save credential. But runas.exe create mentioned error. I have tried same thing with windows 10, but same error appear.
