There are four steps required to Installing the Remote Desktop Licensing Role:

Installing the Remote Desktop Licensing Role:

  1. On your license server go to Manage -> Add Roles and Features
  2. Click Next
  3. Select Role-based or feature-based installation and click Next
  4. Select the license server from the server pool. Click Next
  5. Scroll down and select Remote Desktop Services. Click Next
  6. Click Next without selecting a Feature
  7. Click Next 
  8. Select the Remote Desktop Licensing role
  9. Click Add Features on the pop-up
  10. Click Next
  11. Select the Restart the destination server automatically if required then click Install
  12. Once finished click Close.

Activate Licensing Server:

  1. Launch the Remote Desktop Licensing Manager. Go to Start -> Control Panel -> Administrative Tools -> Remote Desktop Services-> Remote Desktop Licensing Manager
  2. Right-click your server name then click Activate Server
  3. Click Next
  4. Leave it on Automatic connection and click Next
  5. Enter your information and click Next
  6. Check the box to Start Install Licenses Wizard now then click Next

Install Licenses:

  1. Right-click your server name in the RD Licensing Manager then click Install Licenses
  2. Pick the type of license you want to install. (Retail Purchase)
  3. Enter your license then click Add
  4. Click Finish

Add license server to Activate Directory:

  1. Go to All Server and click Review
  2. Click the Add to Group (This step will allow your license server to be a member of the terminal server license servers group)
  3. Click OK
  4. Configuration should now show green and check that your server is a member of Terminal Server License Servers
