Using Windows 7, IE8 , SharePoint 2013 on Premises
Error when clicking under Document Library Settings - click on Open with Explorer - We're Having a Problem opening this Location, Add this website to the trusted sites
Did the Following Changes
Added to Trusted Zone
Web Client Start-restart
LAN Settings....All done but no luck
Any fix to be done at the browser level ?

It might even be simpler than all that, especially if you're using Office 365. Try closing all browser windows, clearing your cache, and signing back in and checking Keep Me Signed In. Yet another Trick that works in our environment (custom STS with Saml claims):
If you see "Your client does not support opening this list with Windows Explorer"
1. Open one Document in the Library with Winword
2. Verify that Office Integration works. Verify the green arrowed "save as" icon.
3. Click "save as" - you see the Library path with SP Team Site Icon - click the paths - browse a little.
and yeah "open in eplorer" magically works from Internet Explorer after involving Word.

I recently faced the same problem. I hope that this post will help you to resolve your problem.
What version of IE 8 and what version of Office? are you using 64 bit? If so, try the 32 bit client and see if that works. Not sure about 2013, but trying these (active x) functions with a 64bit browser is not supported in the previous versions. Office installs the DLLs that support the Active X controls necessary for many things like explorer view and data sheet view...
This thread is a little old, however I thought I would provide my answer if anyone else has this issue.
I had a similar problem, except the "Open with Explorer" would sometimes work, and other times would not.
I finally found the issue was to do with resource throttling.
In "Central Administration" -> Application Management-> Site Collections-> Configure quotas and locks-> Select your site collection (at the top of the screen) -> Increase the "SandBoxed Solutions Resource Quota" to 999999 (or whatever value you find appropriate)
My sites were defaulted to 300 which allows you open approx. 500 files with "Open with explorer" before giving problems.
